In the structure of urban management, the development of interactions and relationships within and between organizations, leads to improved organizational performance and a solution to open the inefficiencies of urban management, resulting from the multiplicity of organizations and inter-organizational inconsistencies in response to urban problems and challenges (such as poverty, unemployment, social anomalies). , Marginalization, class divisions, lack of services and urban burnout). In order to achieve inter-organizational coordination based on the development of inter-organizational communication in an urban management system, network analysis of inter-organizational relations so that in addition to recognizing and analyzing how organizations relate to each other, the possibility of identifying and analyzing motivations and factors affecting formation and It is necessary to transform these inter-organizational relations in order to achieve the goals of urban and organizational development. Therefore, the purpose of this study is to achieve the causes affecting the formation and transformation of inter-organizational relationships and network analysis of these relationships in order to increase inter-organizational coordination to facilitate the process of achieving the goals of urban Rehabilitation and Renewal programs inefficient texture Ghaemieh neighborhood located in 13 Isfahan. For this purpose, an applied and inductive research based on the three stages of description, analysis and prescribing was included in the agenda of the article in which quantitative and qualitative techniques and methods (such as stakeholder analysis based on power-influence matrix and analysis of causal factors affecting formation and transformation Inter-organizational relations and network analysis of inter-organizational relations) have been used. The results show that within the network of inter-organizational relations formed to advance the goals of the Renewal and Rehabilitation program of Ghaemieh neighborhood, the most important and active organizations include the Deputy of Urban Planning and Architecture of Isfahan Municipality, Renewal and Rehabilitation Organization and Isfahan Central Municipality, respectively. The most important causal factors (reasons and motives) affecting the formation and transformation of inter-organizational relationships are important, including information exchange, the existence of stimulus projects, support for the realization of common goals, support for the realization of common values, use of social capital and the need to provide resources. There are other organizations. In fact, the most active organizations (including the Deputy of Urban Planning and Architecture of Isfahan Municipality, Renewal and Rehabilitation Organization and Isfahan Central Municipality) can strengthen the main reasons and motivations for the formation of relations between organizations involved in the Renewal and Rehabilitation program of Ghaemieh neighborhood (including attracting support Organizations from the realization of common goals, exchange of information and the existence of development stimulus projects in the field of modernization and Rehabilitation), increase the level of coordination between themselves in order to achieve the goals of this program and its feasibility.
